- To integrate evidence-based instructional materials and literacy activities into the preschool classrooms
- To increase the use of evidence-based instructional strategies for: enhancing oral language, phonological awareness, print awareness and alphabet knowledge
- To raise the level of environmental support for language and early literacy
- To provide professional development based on evidence-based strategies for enhancing language, literacy, and pre-reading
- To increase the use of screening and progress monitoring reading assessments to identify at risk children and to provide ongoing/continuous feedback on how children are doing
